Question 1
Please share your thoughts regarding the impact of the volumetric rate change on the different categories of customers mentioned above. If you support the approach to amend the structure of the measured tariffs by absorbing supply point fixed charges into the volumetric rate, harmonising the volumetric rate for all supply points within a given region, implementing this as a three-year step change, please state the reasons why. In addition, please indicate your preferred date on which this phasing would commence. If you think the phasing should be carried out over a different number of years or do not agree with this approach at all please include the reasons why.

Question 4
Do you support the proposal to abolish tariffs with large (and mid) user supply point fixed charges, instead consolidating the fixed charging element into the volumetric rate? How do you think these changes will impact customers who have variable / seasonal consumption patterns?

Do you support simplifying rateable value charges by replacing regionally based charges with a single tariff? If so, should the change be phased in over a number of years? Over how many years should changes be spread?

Does this represent a more favourable balance than the previous option in furthering the objective of tariff simplification, whilst being mindful of end customer bill effects?
Question 7
Do you agree that simplifying meter fixed (standing) charges into fewer bands is a helpful reform and are you concerned by the rebalancing effects it may produce? Should we move to 3 bands initially, with a further simplification into 2 bands in a subsequent year?

Do you think that removing meter fixed (standing) charges is a desirable objective or do you think it would produce undue cross subsidies between high and low consumption customers?

Are there any additional adverse impacts which you think we should consider in reaching a decision on whether or not to move forward with this proposal?
